I use Drupal 7 and WordPress 3, when it comes to CMS systems.
I do HTML/PHP as well.
Main focus is to find what the customer want, make it easy to continue editing/adding for the customer and to make it scaleable, and delivering a system that fits the users need with the most up and coming web-technologies.
